当前村落选举中,贿选形式多样。为何贿选被政府明文禁止却依然不衰,其基于何种逻辑产生,又造成何种治理结果。文章考察了Y村的选举过程及其治理之后,提出村落贿选源于恩庇侍从的权力模式。这种权力模式不仅支配了各群体的选举行为,而且还影响了之后的村落治理。文章由此反思当代中国基层自治的设计理念,指出外来输入村落的选举合意及权利平等理念与村落权力结构运行的恩庇侍从理念相悖,当前基层治理乱象即根源于此。
In the current village election, bribery takes various forms. Why bribery was expressly prohibited by the government is still not bad, which is based on what kind of logic, but also what kind of governance results. After examining the electoral process and its governance of Y village, this article proposes that the power mode of village bribery stems from grace patronage. This pattern of power not only dominates the electoral behavior of the various groups, but also affects subsequent village governance. The article then reflects on the design concept of contemporary Chinese grassroots self-governance, pointing out that the concept of equal electoral and equal rights for imported villages contradicts the idea of running the village power structure, and the current chaos of grassroots governance originates from this.
