在一段相当长的时间内,海军唯一最重要的任务是要确保制海权(或者说不让敌人在海上自由行动)。而一旦获得了制海权,对岸攻击就成了首要任务。对岸对击可由两栖部队、舰载火炮或者航母的空中力量(有可能的话)来实施。在冷战结束后的战争行动中,掌握制海权与否似乎已失去了其原先的重要性。与此同时,从海上对岸攻击似乎日益成为海军的主要任务。这主要是考虑到在可能发生的危机和有限的冲突中,要使用特殊而有效的手段对陆上进行“外科手术”式的打。这一深刻的作战重点的转移已反映在美国“从海上推进”的全球战略中。
For a considerable period of time, the single most important task of the Navy is to ensure sea control (or to allow the enemy freedom of movement at sea). Once the sea power has been obtained, attacks on the other side have become the top priority. Counter strike can be carried out by amphibious force, carrier-based artillery or aircraft carrier’s air force (if possible). In the war effort after the end of the cold war, it seemed as if it had lost its original importance. At the same time, attacks from across the sea seem increasingly to be a major naval task. This is mainly due to the special and effective means of conducting “surgical” operations on land in the possible crises and limited conflicts. This shift in emphasis of operations has been reflected in the United States’ global strategy of “moving from the sea.”
