农业户口转为非农户口是一项政策性很强的工作。近年来,由于多种因素,使“农转非”工作出现了一些十分突出的问题,应当引起高度重视。一、越权现象严重。有些基层派出所采取多种违规手段,擅自办理“农转非”。有的将农业户口以非农户口迁往异地;有的将非本藉超生人口以非农户口迁往原籍,使之合法化;有的将大、中专录取的非农户口考生以农业户口迁往学校,然后将其户口随意改转给他人;有的将盖齐各种户口用章的非农户口迁移证送给亲友,使农业户变成非农户;有的甚至在本所内利用户口申报卡直接将亲友“农改非”。
