为解决新型工业化在实际产业研究中的难于操作分析的问题,采用二次相对评价分析方法,将新型工业化看作一个区域经济体的能力,建立了对区域的产业结构进行主观评价的DEA模型,构建了专门针对地区产业结构的新型工业化评价体系,并以黑龙江省为例对其进行了实证分析.结果表明,对所建立的评价模型和指标能够区分出区域新型工业化的主观努力程度,可操作性强.能较为准确的评价出区域产业结构的新型工业化能力,可以在政策实践中类比推广.
In order to solve the difficult operation analysis of new-type industrialization in the real industry, we use the second-order relative evaluation method to regard the new-type industrialization as the ability of a regional economy and set up a DEA model that subjectively evaluates the regional industrial structure. A new type of industrialization evaluation system that is specific to the regional industrial structure has been constructed and an empirical analysis has been carried out on the basis of Heilongjiang Province.The results show that the evaluation model and index established can distinguish the subjective degree of subjective efforts of new industrialization in the region and can be operated It can be more accurate to evaluate the new industrialization ability of regional industrial structure and can be popularized analogously in the policy practice.
