邓小平同志指出:“改善党的领导,是为了更好地加强党的领导。”“要切实改革并完善党和国家的制度,从制度上保证党和国家政治生活的民主化,经济管理的民主化,整个社会生活的民主化。”如果只讲加强党的领导,不注意发扬社会主义民主,加强党的领导只能是一句空话。在正确地处理两者关系的基础上,进一步总结经验,完善不足,有利于更好地坚持共产党领导的多党合作和政治协商制度。
