保障房能否真正起到住房保障的作用,不仅取决于建设,更取决于后期物业管理能否良好地运转。当前我国保障房物业管理的问题日益突出,其中最大的问题是资金来源不足。保障房物业管理具有公共物品属性和外部性特征,实证案例比较表明,公共财政的扶持是提升保障房物业管理水平的必然选择。将补贴资金纳入财政预算、按比例计提土地出让金和公积金纯收益、对物业公司税收扶持、推动物业管理专业化等方式可以使保障房物业服务的市场供给量接近或达到社会最优量。
