民营经济以其与市场的天然亲和力,在振兴东北的战略中扮演着极为重要的角色。科学的产业战略、合理的产业组织、优化的产业结构是民营经济持续快速发展的前提。为此,本文以东北税改的启动为政策契机,以东北地区的产业特征为研究的出发点,从东北民营经济自身特点出发,提出产业战略选择中的三点建设性规范原则,并在此基础上,构建了五种可供民营经济选择的产业模式。
The private economy, with its natural affinity with the market, plays an extremely important role in the strategy of rejuvenating the Northeast. Scientific industrial strategy, reasonable industrial organization and optimized industrial structure are the preconditions for the sustained and rapid development of private economy. Therefore, starting with the start of tax reform in northeast China, this paper takes the characteristics of industry in northeast China as the starting point of study and from the characteristics of northeast private economy, puts forward three principles of constructive norms in the choice of industrial strategy.
