财政收入占国民收入的比重问题,经济学界进行过很多有益的探索。黄宇光、白明本同志认为改革开放以来财政收入占国民收入的比重不是下降,而是有所提高(见《经济研究》1991年第7期)。对此,笔者认为值得商榷。如何正确看待近年来财政收入占国民收入的比重下降,直接关系到今后宏观经济政策的取向和调控力度问题。要正确对待财政收入占国民收入的比重,我认为有三个问题必须解决:一、如何计算财政收入占国民收入的比重;二、如何认识财政收入占国民收入的比重;三、如何提高财政收入占国民收入的比重。
The financial revenue accounts for the proportion of national income, economic circles have conducted many useful explorations. Huang Yuguang and Comrade Bai Ming-beng considered that since the reform and opening up, the share of fiscal revenue in national income has risen rather than declined (Economic Research, No.7, 1991). In this regard, I think it is debatable. How to correctly view the decline in the share of fiscal revenue in the national income in recent years is directly related to the orientation and regulation of macroeconomic policies in the future. To correctly treat the proportion of fiscal revenue in the national income, I think there are three problems that must be solved: First, how to calculate the proportion of fiscal revenue in the national income; secondly, how to recognize the proportion of fiscal revenue in the national income; and third, how to increase the financial revenue The proportion of national income.
