全球化的不断深入使得世界各地区面临的区域性国际公共产品供给不足问题愈加突出。由于“世界政府”缺失,目前并没有有效的“全球国际公共产品”供给模式。“区域性国际公共产品”作为“国际公共产品”的补充,为解决国际公共产品供给不足提供了新的方向。本文以公共产品的形态为标准,从资源性公共产品、基础设施性公共产品、服务性公共产品、制度性公共产品、文化性公共产品五个层面进行探讨,通过对“一带一路”沿线区域性国际公共产品供给现状、供给机制的分析,认为“一带一路”倡议的提出将有效改善沿线区域性国际公共产品供给,且进一步改善各国发展不均衡等问题,并对“一带一路”战略下中国对区域性国际公共产品供给提出相关建议。
The deepening of globalization has made the issue of insufficient supply of regional international public goods in various regions of the world increasingly prominent. Due to the lack of “world government ”, there is no effective “global international public goods ” supply model. As a supplement to “international public goods ”, “regional international public goods ” provides a new direction for solving the shortage of international public goods. This article takes the form of public goods as the standard, explores from the five aspects of resource-based public goods, infrastructure-based public goods, service-oriented public goods, institutional public goods and cultural public goods. By examining the “Belt and Road” The analysis of the status quo and the supply mechanism of regional international public goods shows that the proposal of the “One Belt and One Road” initiative will effectively improve the supply of regional international public goods along the route and further improve the imbalanced development among all countries.
