一、继续提高对加强农村基层政权建设工作的认识,统一思想。乡镇是一级最基层的政权,是我们工作的落脚点,假如这一级政权得不到加强,很多事情都落实不了。现在,很多工作布置以后,贯彻不下去。因此,我们深切地感到,抓基层政权建设具有非常的重要性、必要性和紧迫性。乡镇的两个文明建设、乡镇经济的发展,乡镇的建设以及社会治安,这些都是大问题。比如治安问题,我们除了依法从快,从重打击以外,最根本的问题是要加强基层的治安教育及治安管理。不这样做,社会安定就没有基础,只有加强基层政权建设,才能使党的方针、政策得到如实的贯彻。

The construction of two civilizations in towns and townships, the development of township economy, the construction of villages and towns, and social order are all major problems. For example, in the area of law and order, in addition to quickening and cracking down according to law, the most fundamental issue for us is to step up public order and public security management at the grassroots level. If this is not the case, social stability will have no foundation. Only by strengthening the building of grassroots political power can the party’s principles and policies be effectively implemented.
