近五年来,杭州市邮局的邮政业务各项产品量增长了一倍,其中邮件总包转运量增长了220%,干线邮运任务十分艰巨,运能与运量矛盾日益尖锐,邮运工作上出现了一系列问题,使之陷入困境。造成运能紧张的主要原因是缺少邮政自己的运输能力,过份依赖于铁路客列编挂运邮。在铁路部门自身运能紧张的情况下,邮政运输得不到保证。为了扭转邮运工作上的被动局面,杭州局采取了如下措施:权衡利弊,因地、因时制宜发展多渠道运邮;挖掘潜力,提高现有运能的利用率;邮运体制要适应统一调度,分级负责的原则。下面试就各种多渠道运邮方式的利弊作初步分析。杭州局自1982年开始利用多渠道运邮,发展迅速。1984年达180,283袋,比1982年增长二倍;1985年一季度又比1984年同期增长3.3倍。它已从旺季应急的权宜之计发展成填补邮运缺口的正常手段。杭州局1984年用多渠道方式运邮成本情况见下表:
