改革开放后,我国成为社会主义国家,其经济发展以社会主义经济为主,即市场经济由政府发挥主导作用。经济新常态下,市场的作用得到明确,并逐渐成为主导力量。新常态下,经济发展,政府行为需要进行调整,以前重视经济增长、权力制约、制度审批、过程管理等,而经济新常态下,政府行为调整为重视经济保障、经济责任、监督管理和服务水平等。新常态下,经济发展有一定的变化,政府作为经济参与者,行为也要进行一系列调整,行为调整离不开政府本质特征。因此,政府调整行为要以本质为依据,建立起负责任、遵守经济法律的透明政府。
