践行“三个代表”重要思想,第一要务是发展。党的十六大确定了全面建设小康社会的奋斗目标,中国妇女九大明确提出了新世纪头 20年中国妇女事业发展的总目标和今后5年妇联工作的主要任务。妇女发展部要围绕党的中心工作,围绕妇女九大提出的任务,通过深化和创新“双学双比”、“巾帼建功”这两个妇联组织长期形成的行之有效、群众欢迎的活动载体,促进城乡妇女工作不断创新发展。
