2011年作为“十二五”开局第一年,政府期望消费成为拉动经济成长的主动力,以最终实现结构转型,但不稳定的经济形式带来的开局并非利好。国家统计局的数据显示,即使有春节这一消费旺季因素,中国1-2月社会消费品零售总额同比增速仍旧回落至15.8%,扣除CPI上涨因素,则仅为10.9%,创2008年2月以来新低。
