The scientific concept of development not only reveals the general law of economic and social development profoundly from the perspective of the world outlook but also provides a scientific guide and a basic follow-up to our understanding and handling of development issues from the aspect of methodology. It is a concentrated expression of the world outlook and methodology guiding the development. Practice has played a huge guiding role. The correct scientific method is an indispensable element in implementing the scientific concept of development.
