新农村建设,离不开为农村提供高质量、高效率、公平公正的公共服务。由政府、企业、第三部门和社区共同提供农村公共服务的格局已成为一种趋势。政府是不可或缺的公共服务主体,政府只有不断提升公共服务能力,才能在其中发挥主导作用。政府应该培育公共服务精神,确立以人为本的价值取向;转变政府职能,建立合理的责任分担体制;构建以政府为主导、多元化的农村公共服务供给机制。只有这样,政府才能提升农村公共服务能力,提高公共服务水平。
Building a new countryside can not be achieved without providing rural areas with high quality, efficient, fair and equitable public services. It is a trend that the government, the enterprises, the third sector and the community jointly provide rural public services. Government is an indispensable main body of public service, and the government can play a leading role only when it continuously improves public service capabilities. The government should nurture the spirit of public service, establish the value orientation of people-oriented, transform government functions and establish a reasonable responsibility sharing system, and establish a government-led and diversified rural public service supply mechanism. Only in this way can the government improve the public service capability in rural areas and improve the level of public services.
