With the popularization of the Internet, the information age has arrived. As the platform for communication and exchange on the Internet, people are increasingly pursuing freedom of speech and information integrity. Furthermore, the development of the Internet is too fast. At present, no corresponding law, whether national or international, can completely restrain it. Under such circumstances, the possibility of disclosure of personal or business secrets is also relatively increased. In particular, internet monitoring can acquire a large amount of personal data, which in fact is also a violation of privacy. In order to ensure the privacy of the Internet, both the international and the national governments need to adjust their laws and regulations in order to maintain the Internet order.
