宣传舆论工作历来都是党和国家团结群众、教育群众、武装群众的重要工作,它旨在唤起人民群众同心同德去完成各自承担的社会主义建设任务.安全是社会生活中人命关天的“头等大事”,无论是个人、家庭、村社,还是企业、行业直至国家,安全却是各项事业中的重中之重,这在人民群众的深层心理中是无需质疑的,在国家的诸多事务中,也是首当其冲的.目前,我国从中央到地方都特别重视社会稳定问题,“保一方平安”早已提到各级领导的议事日程上来,且是检验领导者个人和部门工作优劣的重要指标系统,而安全工作与社会稳定在很大程度上有着直接联系.尽管安全有如此之重要地位,我们在对安全的宣传上却显得相当无力,体现在大众传媒上的份量,安全的比重相当小.我国报刊如林(报纸2000余种,期刊8000余种),电台、电视台数不胜数,但全国范围内真正以安全为宣传宗旨的报刊为数甚少,更没有安全广播电台和安全电视频道.以报刊为例,取得公开刊号,准予公开发行的仅20余家,占报刊总数的2‰.再次宣传范围,取得国家正式出版物资格的安全类报刊,全部期发数估计仅几十万份,一个拥有十二亿人口的泱泱大国,仅此是很难达到理想的宣传效果.可见,现有的安全专业报刊不仅权威性缺乏,就是发行、传播范围太小,产生的舆论力量难以引起全社会对?
