目的为铁道部卫生管理宏观调控、卫生资源合理配置，建立卫生管理新机制提供科学依据。方法采用社会医学与卫生服务研究法，抽样调查铁路卫生服务与基层保健状况、卫生资源现状、卫生机构分布等，数据用计算机处理。结果全路卫生资源分布不均，医疗机构网点布局不合理，有些地区床位供大于求。医疗队伍结构不合理，设备配置失控。卫生投入不足，医护密度比例不当以及医疗制度等问题。结论铁路系统卫生与医疗保健制度改革势在必行
The purpose is to provide a scientific basis for the macro-control of the health management of the Ministry of Railways, the rational allocation of health resources, and the establishment of a new health management mechanism. Methods The social medical and health services research method was used to sample surveys of railway health services and primary health care status, health resource status, and distribution of health facilities. Data were processed using computers. As a result, the distribution of health resources across the road was uneven, and the distribution of outlets in medical institutions was irrational. In some areas, the supply of beds exceeded demand. The structure of the medical team is irrational and equipment configuration is out of control. Insufficient investment in health, inadequate proportion of medical care, and medical systems. Conclusion The reform of the railway system health and medical care system is imperative
