《中共中央、国务院关于卫生改革与发展的决定》(以下简称《决定》)是指导我国卫生改革与发展的纲领性文件。《决定》内涵深厚,意义深远,既往开来,影响巨大,有许多特点。充分认识《决定》特点,对于全面领会《决定》内容,贯彻落实《决定》精神,推动卫生改革与卫生事业发展有重要作用。笔者通过学习,初步体会到《决定》有以下特点。一、既往开来的战略性《决定》的重要战略性,可以从两个方面认识:一是《决定》提出、阐明和解决的问题都是关系到卫生改革与发展的根本问题,如卫生工作在国民经济和社会发展中的地位,卫生工作的奋斗目标和指导思想,新时期卫生工作方针,卫生事业的性质,卫生改革与应遵循的基本原则,卫生改革的目的、任务和要
The “Decision of the Central Committee of the CPC and the State Council on Health Reform and Development” (hereinafter referred to as the “Decision”) is a programmatic document that guides China’s health reform and development. The “Decision” is profound in meaning and far-reaching in meaning. It has opened up in the past and has tremendous influence. It has many characteristics. Full understanding of the characteristics of the “Decision” plays an important role in fully understanding the contents of the “Decision”, implementing the spirit of the “Decision”, and promoting the development of health reform and health. Through the study, the author initially realized that the “decision” has the following characteristics. First, the important strategic nature of the strategic “Decision” that was launched in the past can be understood from two aspects: First, the issues raised, clarified and resolved in the “Decision” are all related to the fundamental issues of health reform and development, such as health work. The position in the national economy and social development, the goal and guiding ideology of the health work, the guidelines for health work in the new period, the nature of the health care business, the basic principles to be followed in the health reform, the purpose, tasks and requirements of the health reform
