目的调查南京市秦淮区社区卫生服务(CHS)现状,为制定与CHS相适应的策略提供依据。方法采用访谈法、问卷调查法了解南京市秦淮区CHS现状。结果南京市秦淮区CHS中心机构健全,用房面积、医生数量符合“基本标准”要求;但护士数量偏少。医护人员专业结构基本合理,持证情况良好;但医护人员学历、职称普遍偏低。近三年总的财务收支基本平衡,略有盈余;政府对CHS中心经费投入仅占年总收入的11.36%,药品收入占总收入的55.40%。CHS中心大部分具备基本医疗设备,但仍有少数CHS中心缺乏一些重要的常规医疗设备如简易手术设备、B超机、血球计数仪、尿常规分析仪、生化分析仪等。就诊患者满意度较高。结论南京市秦淮区CHS现状基本上是好的。政府应加大对CHS中心的财政投入,进一步加强卫生服务队伍的建设。
Objective To investigate the status quo of community health services (CHS) in Qinhuai District of Nanjing, and to provide the basis for formulating the strategies suitable for CHS. Methods Interviews and questionnaires were used to understand the status quo of CHS in Qinhuai District of Nanjing. Results In Qinhuai District, Nanjing, the CHS center was sound, with the area of houses and the number of doctors meeting the requirements of “basic standard”; however, the number of nurses was relatively small. The professional structure of medical staff is basically reasonable and the certificate is in good condition. However, the qualifications and titles of medical staff are generally low. In the recent three years, the total financial receipts and expenditures have been basically balanced with a slight surplus. The government funds only 11.36% of the total annual revenues of CHS centers and the pharmaceutical products account for 55.40% of the total receipts. Most CHS centers have basic medical equipment. However, there are still a few CHS centers lacking some important conventional medical equipment such as simple surgical equipment, B-machine, blood cell counter, urine routine analyzer and biochemical analyzer. Patient satisfaction higher. Conclusions The present status of CHS in Qinhuai District of Nanjing is basically good. The government should increase financial input to CHS center and further strengthen the construction of health service team.
