社区建设,短期来看是为了承担由“单位”剥离下来的社会保障与社会管理诸功能,并被纳入基层行政管理体制改革范畴内;长远来看,则是“社会发育”的落脚点,意在建构一种全新的“国家——社会”关系形态。“和谐社会”建设目标的提出,摆脱了传统的国家与社会关系“强-弱”二分法的困境,从伦理理性角度,为社区建设根本目标提供了理论上的出路。
