(一)明年经济工作的指导思想和总体要求是: 以邓小平理论和党的基本路线为指导,认真贯彻党的十五大和十五届三中全会、四中全会精神,继续实行中央关于推动改革和发展的一系列政策措施,突出抓好国有企业改革和发展、经济结构调整、科技进步和扩大内需。进一步稳定农业的基础地位,着力调整农业和农村经济结构,千方百计增加农民收入。把国有企业改革作为中心环节,积极促进扭亏增盈和建立现代企业制度。继续实行积极的财政政策,进一步发挥货币政策
(1) The guiding ideology and general requirements for economic work next year are to follow Deng Xiaoping Theory and the basic line of the party as guidance, conscientiously implement the spirit of the Third Plenary Session of the 15th CPC Central Committee and the Fourth Plenary Session of the 15th CPC Central Committee, Reform and development of a series of policies and measures, give prominence to the reform and development of state-owned enterprises, economic restructuring, scientific and technological progress and expanding domestic demand. Further stabilize the basic position of agriculture, make efforts to adjust the agricultural and rural economic structure, and do everything possible to increase the peasants’ income. Take the reform of state-owned enterprises as the central link, and actively promote losses and increase profits and establish a modern enterprise system. Continue to implement the proactive fiscal policy and further develop the monetary policy
