现代远程开放教育模式的管理、教学和学习这三大元素中,管理和教学都不应该是中心,只有学习———远程学习才是中心。这一观点在传统教育模式下是不可能提出的。而以往所谓教学质量不高的问题,归根到底是学习质量不高和不受重视的问题。远程学习是一种新型的高科技、高效能和高素质的独立、自助和主动的学习。管理和教学应该围绕这个中心,服务这个中心,创造条件,开辟出面向这个中心的通道,直接对学习负责。
In the three major elements of the management, teaching and learning of modern open and distance education mode, management and teaching should not be the center, only learning --- distance learning is the center. This view can not be proposed under the traditional educational model. In the past, the so-called problem of poor teaching quality was, in the final analysis, a problem of low quality and unworthy attention. Distance learning is a new type of high-tech, high-performance and high-quality independent, self-help and active learning. Management and teaching should center on this center, serve this center, create conditions and open up channels for this center, directly responsible for learning.
