官僚主义是小生产的产物,是旧官场的恶习,是一种长期存在的、复杂的历史现象.在改革开放、发展社会主义市场经济条件下,官僚主义现象不但有加剧的趋势,“无论在我们的内部事务中,或是在国际交往中,都已达到令人无法容忍的地步”,而且有新的发展趋向,出现了一些新特点.一是官僚主义向权力私有化的趋向发展.反对官僚主义,必须抑制个人私欲,真正使手中的权力成为全心全意为人民服务的工具.
