“政府购买服务”这个在我国已经算不上时新的词汇,在2013年被上升为国家决策。党的十八届三中全会《决定》提出,推广政府购买服务,凡属事务性管理服务,原则上都要引入竞争机制,通过合同、委托等方式向社会购买。政府购买服务进而被视作政府“简政放权”的抓手。研究推进政府向社会力量购买公共服务,是解决我国公共服务薄弱问题,进行调结构、惠民生的重要举措,也是政府进一步放开市场,让社会各方公平参与
“The government buys service ” This new vocabulary, which is already missing in our country, was raised in 2013 to state policy. The “Decision” of the Third Plenary Session of the 18th CPC Central Committee put forward that in promoting government purchase of services, all services that are managed in a transactional manner must, in principle, be introduced into a competition mechanism and purchased from the society through contracts and entrustment. The government purchase of services is then regarded as the government “simple decentralization,” the starting point. Studying and promoting the government’s purchase of public services from social forces is an important measure to solve the problem of weak public services in our country and to adjust the structure and benefit people’s livelihood. It is also an important measure for the government to further liberalize the market and make all sectors of society participate in the fair
