培育和发展国有企业产权交易市场并对其实施监督管理,这是“三定”方案明确规定的国有资产管理局的一项重要的产权管理工作。然而,怎样培育和发展国有企业产权交易市场?怎样对国有企业产权交易市场实施有效的监督管理?怎样充分发挥国有企业产权交易市场在促进国有资产保值增殖中的积极作用?这是我们在开展工作中首先必须明确和统一认识的。根据目前人们的认识状况,我认为以下四个问题是值得注意的:
Cultivating and developing the state-owned enterprises’ property rights trading market and supervising and managing them is an important property management work of the state-owned asset management bureau that is clearly stipulated in the “three-definition” plan. However, how to cultivate and develop the property rights trading market of state-owned enterprises, how to implement effective supervision and management of the property rights trading market of state-owned enterprises, and how to give full play to the positive role of the property rights trading market of state-owned enterprises in promoting the preservation and proliferation of state-owned assets. The first must be clear and unified understanding. According to current people’s understanding, I think the following four issues are worth noting:
