2003年8月,国家经济动员办公室组织召开了“全国国民经济动员研讨会”,有关单位按照要求积极组织人员撰写并向大会提交了论文。大会共收到论文144篇,内容紧紧围绕美对伊战争和SARS疫情给我国动员工作带来的启示和挑战,结合自身的工作实际探讨当前动员工作面临的主要任务,研究适应社会主义市场经济要求的动员机制、体制、法规等问题,提出了很多有价值的思想和观点以及对策、措施、建议。大会对提交的论文进行了评奖表彰,其中,由本文作者提交的该篇论文获优秀论文一等奖。我刊特刊出这篇论文,以期推动我国动员理论研究工作的进一步深入。
In August 2003, the National Economic Mobilization Office organized and held the “National Seminar on National Economic Mobilization,” and the relevant units actively organized personnel to submit and submit papers to the General Assembly as required. The conference commended the submitted papers, of which the paper submitted by the author of this paper won the first prize of excellent papers. I published this special issue of this paper, with a view to promoting China’s mobilization of theoretical research further.
