While innovating the investment and financing mechanism for population health information construction, while vigorously striving for government investment, we should also pay more attention to stimulating the construction of social capital (including PPP mode) and make use of social capital to speed up Liaoning’s population health information construction. Recently, the Health and Family Planning Commission of Liaoning Province and the Provincial Development and Reform Commission jointly issued the Opinions on Innovating Investment and Financing Mechanism and Utilizing Social Capital to Accelerate the Construction of Population Health Information in Jiangsu Province. Informationization is the driving force for innovation in economic and social development. Wang Dainan, director of the Liaoning Provincial Health and Family Planning Commission, introduced that in recent years, Liaoning Province’s population health information construction has been promoted in an all-round way and has developed rapidly. This has played an important role in improving the health care and family planning services and management. However, it still faces the urgent need to solve the problem. The population health information construction needs a lot of capital investment.
