本文认为,现行激励机制仍然在诸多方面存在重大缺陷,主要体现在:(1)偏重非经济激励;(2)剩余索取权在企业被内部人控制后无法发挥作用;(3)我国存在两种“内部人控制”,使得以剩余索取权为主要形式的激励计划难以取得实效;(4)经营者选择机制中存在“劣币驱逐良币”的现象;(5)公平竞争的重要性没有得到充分认可。要重构市场经济下的激励机制,应遵循利益分享原则和信息反馈原则,在以下几个方面取得突破,首先是产权机制的重建,产权必须具有流动性、可分性;其次是加强经济激励;第三,必须维护公平竞争
This paper argues that the current incentive mechanism still has major defects in many aspects, mainly reflected in: (1) emphasis on non-financial incentives; (2) residual claims in the enterprise is controlled by insiders can not play a role; (3) there are two kinds of our country “Insider control” makes it difficult to obtain the actual effect of the incentive plan with the residual claim as the main form; (4) there is a phenomenon of “bad money deporting good money” in the operator selection mechanism; (5) the importance of fair competition is not obtained Fully recognized.
