1993年是全国由计划经济体制向社会主义市场经济体制过渡的第一年,也是秦皇岛港自改革开放以来生产难度最大的一年,这种形势使我们不得不跳出计划经济体制下所形成的思维定式,从市场经济这一全新的角度,重新审视我们自己,查找及把握我港在市场竞争中的优势与劣势,探索适应市场经济的秦港发展之路。 (一) 优势与劣势是同时存在,交织在一起的,客观形势的变化往往会引起优势、劣势的变化。计划经济条件下秦皇岛港的优势,很有可能在市场经济条件下成为劣势,反之亦然。 1.秦港的特点及其对我们的影响

This situation has forced us to jump out of the thinking formed under the planned economic system We should re-examine ourselves and find out and grasp the advantages and disadvantages of Hong Kong in the market competition so as to explore the development path of Qin Port which is adapted to a market economy. (A) strengths and weaknesses are co-exist, intertwined, changes in the objective situation will often lead to changes in advantages and disadvantages. The advantages of Qinhuangdao Port under the planned economy are likely to become disadvantages under the market economy and vice versa. 1. Qin Port characteristics and its impact on us
