无论在东方还是在西方,追求和平都是人们长期的梦想和渴望。随着世界文明的发展,营造一种和平的国际秩序,不仅进入了哲人的观念与设计,而且逐渐成为法学家的理想和规划。在国际组织的推动下,和平正在作为一种权利被各国及其它国际行为体所讨论和酝酿。然而,由于和平主张自身所面临的主张主体、主张对象、责任追求等技术性问题,特别是大国政治的国际关系现实,和平成为一种人权的道路依然漫长,面临着很多挑战和问题。
Pursuing peace in both the East and the West is a long-term dream and longing for people. With the development of world civilization and the creation of a peaceful international order, it has not only entered the concept and design of philosophers, but has gradually become the ideal and plan of jurists. Driven by international organizations, peace is being discussed and conceived as a right by all nations and other international actors. However, due to the technical issues such as the subject of assertion, the object of claim and the pursuit of responsibility, especially the reality of the international relations of the big power politics, the road to peace as a human right is still long and faces many challenges and problems.
