1995年3月22日,电力工业部以电水规[1995]170号文发出“关于印发水电工程设计概(估)算编制若干具体问题的意见的通知”。通知指出:“为了适应建立社会主义市场经济体制的需要,合理确定工程造价,提高投资效益,根据国家有关文件精神,部拟订了《水电工程设计概(估)算编制若干具体问题的处理意见》,在新的规定正式颁发以前,作为过渡阶段编制水电工程设计概(估)算的暂行依据。现印发你们,自1995年1月1日起,新编概(估)算的水电工程项目均按照上述意见执行”。本通知发至各电管局,各省、自治区、直辖市电力局,各水电工程建设单位,各直属勘测设计研究院,武警水电指挥部,南方电力联营公司,二滩水电开发公司;抄送:国家计委,建设部,国家开发银行,中国人民建设银行,水电工程总公司,华能集团公司,各流域委及设计院,各省、自治区、直辖市水利水电厅(局)及设计院。本通知的附件《水电工程资金流计算办法》一并刊登。
