我国第一代响应计划生育号召的农村计划生育夫妇,在不久的将来,即将渐次进入老龄队伍,老年保障问题将随之日益显现。尤其是在偏远贫困地区,这个群体的老年保障问题将会更加突出。传统的养老模式已不能适应今天的养老需求,而现有的社会保障形式尚无法解决农村计划生育夫妇尤其是广大农民的养老保障问题。因此,如何切实解决农村计划生育夫妇的养老保障问题,寻找计划生育与新时期农村工作新的结合点,以制度的形式确保农村实行计划生育的群众老有所养,以弥补家庭保障功能的弱化,是摆在政府有关部门面前的一项重要而急迫的任务。
