精神病人由于大脑机能失调、思维紊乱、行为和感知等多方面不协调，不能适应社会环境和现实生活，常导致危害社会、家庭和自身（自杀）的行为，其危害之大是不言而喻的。据国内资料统计表明，由于社会的发展，人口、家庭结构、生活方式的改变，以及一系列社会心理因素的变化，精神病的发病率及精神病杀人明显增加。在司法精神鉴定实践中，对责任能力认定问题上，由于鉴定人的知识水平、学术观点、认识问题的出发点和角度不一，时出现较大的分岐。本文根据才东升等对辽宁省精神病院１９８３年－１９８７年中，因精神分裂症所致杀人的１０６例较完整的案例资料分析结果，试图对精神分裂症杀人的一般规律特点、责任能力认定及防范管理进行讨论，与同道商榷。
