1983年 1月26日胡耀邦在一份反映城步县贫困状况的材料上批示:“我们一些同志工作太不深入了,应该从中吸取教训。”并要求拿出切实办法,力争三年有个明显变化。 2月5日经党中央批准,调整后的新省委领导班子由11人组成(军队暂缺一人)省委第一书记:毛致用,书记:熊清泉、焦林义、刘正,省委常委:毛致用、熊清泉、刘正、万达、孙国治、王向天、尹长民、赵处琪、石新山,黄道奇。
