自从1983年11月国务院决定在全国进行第二次工业普查以来,到现在差不多过了整整6年。这次普查经历了三个阶段,即准备阶段、普查阶段和出成果阶段。其中准备阶段历时2年多;普查用了半年时间,出成果包括电子计算机处理数据、整理编辑出版资料、分析研究等花了3年多时间。全国经常参与工业普查工作的人员共约200万人。普查经费不算少,但由于采取分级负担的办法,各级的负担都不算重,因而在各级领导,特别是各个企业的领导的大力支持下,顺利地解决了这一问题。应当指出,这次普查的收获是极其丰富的。
Since the State Council decided in November 1983 that the second industrial census should be conducted across the country, it has been almost six years now. The census has gone through three stages, namely the preparatory phase, the census phase and the output phase. The preparatory phase lasted for more than two years; the census took half a year, and the results included the processing of data by electronic computers, the compilation and editing of published materials, analysis and research, and more took more than three years. There are about 2 million people in the country who regularly take part in industrial censuses. However, due to the method of grading the burden, the burden on all levels is not too heavy. Therefore, this issue has been smoothly solved with the strong support of the leaders at all levels, especially the leaders of various enterprises. It should be pointed out that the harvest of this census is extremely rich.
