沿海地区对外开放是与我国经济体制改革同步进行的,它产生在传统的计划经济体制还占绝对优势的大环境下,难免时受新旧体制并存、交错和相互之间摩擦的制约,加之沿海地区各省(市、区)之间经济发展的不平衡,长期形成的基础工业和基础设施的欠债,旧的区域分工格局被打破而导致生产要素供需矛盾加剧等因素的影响,沿海地区对外开放和经济发展中还面临着诸多困难和问题。这些问题如果在今后不认真加以解决,可能会成为影响经济可持续发展的隐患。
