水土保持法实施以来,云南省认真贯彻“预防为主,保护优先”的方针,通过宣传发动、督查推动、部门联动、行业主动和上下互动等措施,初步构建了人大监督、行业监督、舆论监督、技术监督、社团监督、群众监督等六大监督体系,积极推进水土保持预防监督工作向纵深发展。云南省全面适应依法行政的新要求,深入贯彻落实开发建设项目水土保持“三同时”制度,在方案审批、规费征收、执法检查、设施验收等方面均取得了较大突
