党的十六大提出,本世纪头20年,是重要战略机遇期。我们要全面建设经济更加发展、民主更加健全、科教更加进步、文化更加繁荣、社会更加和谐、人民生活更加殷实的更高水平的小康社会。在向这一宏伟目标挺进之时,怎样看待当前各地区之间,各阶层之间收入存在的差距?对“共同富裕”的理解必须是科学的,是符合时代发展本质要求的,为此,重温邓小平“共同富裕”、“先富”带“共富”的论述很有必要。第一,“共同富裕”是邓小平的伟大构想,邓小平构想的先富、后富、共同富裕的致富政策,以承认差别为前提,以诚实劳动、合法经营为条件,以最终实现共同富裕
