On May 1, 2002, U.S. institutions of higher learning condemned the Bush administration’s intention to ban foreign students from studying ”sensitive" academic courses in the United States, accusing the government of sacrificing academic freedom in order to win the domestic war on terror. This directive of President Bush was included in a series of plans announced by the Office of Homeland Security in October 2001, and thus has not attracted much attention. This directive requires the government to “prohibit some foreign students from receiving education and training in sensitive areas”—specifically emphasizing that foreign students are not allowed to use “and” directly related to the development and use of weapons of mass destruction.
