随着钓鱼价格的提高,对于属一般工薪阶层的广大钓鱼爱好者的确是一种负担。就我们离退休老干部来讲,虽然有一定的活动经费,但收价过高给公费支出也增加了不少困难。 为了使离退休老干部通过钓鱼活动达到修心养性,延年益寿,提高健康水平的目的,在高价的情况下,增加钓鱼次数,就必须在制度上进行一些改革。我们过去实行过的“供给制”(在定量内全部公费支付),已不能适应当前的实际情况,我们改为“有偿制”,由公费和个人各付出一部分的办法来补充钓鱼经费之不足。具体作法是:
With the increase in fishing prices, it is indeed a burden for the majority of fishing enthusiasts who are average wage earners. As far as our retired veteran cadres are concerned, although there is a certain amount of fund for activities, the overpricing has added a lot of difficulties to public expenditure. In order to enable retired veteran cadres to achieve spiritual cultivation, longevity and health improvement through fishing activities, some reforms must be carried out on the system in order to increase the number of fishing trips at high prices. The “supply system” (the payment of all public funds at the quantitative level) that we used to in the past can no longer meet the current actual situation. Instead, we have changed to “paid system.” We have to make up for the shortage of fishing funds partly by both public money and individuals. The specific approach is:
