督查作为领导工作运行机制的一个重要环节,主要是保证党的路线、方针、政策和党委重大决策,重要工作部署的正确实施.而要达到这一目的,督查工作必须发挥如下五个功能:一是督促功能.由于领导运行机制和约束机制还不够完善,党的政策和党委的决策常常在某些地方或某些部门出现“梗阻”现象.有的对上级的决策、决定敷衍应付,满足于开会发文、照抄照转;有的遇到问题或任务就压,压不住就推,推不出就拖,最后不了了之,这是当前官僚主义作风的突出表现.这就需要我们督查人员行使督促职能,发现问题,督促解决,并经常向下级转达上级领导对具体事宜的意见和要求,指出下级在贯彻落实上级决策上存在的差距和问题,提出贯彻落实的时间要求等,使下级有紧迫感,有压力,确保党委的决策能迅速、准确地落实到基层.
