兴义市拥有特殊的地理环境，山地条件立体、农业生态环境优越，但广大的农村地区经济发展依然滞后，贫困人口多，如何依托“山地”这一优势资源，大力发展现代山地特色生态农业，构建环境友好型和生态友好型产业体系，牢牢守住发展和生态两条底线，与全州、全省、全国实现同步小康，打赢脱贫攻坚战的重要举措。
