中国改革已步入深水区和攻坚期,深化改革所释放的制度红利成为下一步中国发展的关键。新一届政府以作风建设和强力反腐作为突破口,推动政治变革,加速经济转轨,与经济新常态相伴而生的是政治新常态,究其内涵,除了规范市场和强化法治外,服务型政府及专家治国体制均是必要的。一个监管而非管控市场的政府、一个崇尚法治的服务型政府、一个官员精于治理的政府,主导着规范而非扭曲的市场经济,构成了中国新常态的重要内涵。
China’s reform has entered a deep-water area and tackling crucial problems. Deepening the system dividend released by the reform has become the key to the next step for China’s development. The new government, with its style of work and strong anti-corruption as its breakthrough point, promotes political changes and accelerates economic transition. It is a new normal of politics that comes with the new normalcy of the economy. In addition to standardizing the market and strengthening the rule of law, service-oriented government and Expert governance system is necessary. A government that supervises and does not control the market, a service-oriented government that advocates the rule of law, and a government that is well-governed by government govern the normative rather than the distorted market economy and constitute an important connotation of China’s new normal.
