一期码头是在原油一、二期码头的港区西侧由岸向海回填的区域修建的顺岸式码头。有5万吨及2万吨级两个泊位,但码头前水深均为-14米。码头面标高为+5.0米。此码头东和东南方,分别有原油一期码头的斜坡式抛石引堤和透空栈桥以及原油二期码头的直立式引堤和码头所掩护。西面则有正在修建的二期煤码头(连续的沉箱突堤式)所环绕。待二期煤码头建成后,整个港区形成一个半掩护的水域,只是南面是开敞的。东面有一段透空栈桥,东向浪可以透入港池。关于是否修建南防波堤,将来视使用情况再研究确定。因此,一期煤码头南向浪是影响较严重的方向。整个煤码头及油码头共用一个港池,其水域总平面图如图1。
