回顾了2001年国家信息化领导小组成立以来我国信息化建设遵循“政府先行,带动国民经济和社会信息化的发展”这一基本国策的实践历程,及其主要经验和教训,指出电子政务的推进能否取得成功和实效的关键仍然在于是否坚持以政府核心业务流的信息化为电子政务建设的主线,坚持“业务为王”才能产生效益并可持续发展。给出了政府信息系统的基本架构,电子政务的纵向模型反映政府在纵向的管理层次,包括基础层、行业层、决策层;电子政务的横向模型主要是描述不同的政府职能部门所具有的和共有的管理职能。通过分析中国电子政务建设实践中经济效益、社会效益和政府自身建设效果显著的系统项目,阐述了电子政务建设的效益原则;认为要充分发挥电子政务工程项目的效益,必须以核心业务流程的改造和优化为工程项目的重点,政府信息资源的开发利用与共享也是电子政务建设和体现电子政务效益的一个重要方面。从技术、管理和法规三个维度阐释了如何完善电子政务的支撑保障体系,认为一个强势的电子政务管理部门可以做到统一规划、统一设计、统一标准、统一实施,避免重复投资、节约资源,可以充分地利用包括信息在内的各种资源,从而政府信息系统可以更精简、更有效率。

From the three dimensions of technology, management and regulation, it explains how to perfect the support and guarantee system of e-government. We think that a strong e-government management department can make unified planning, unify design, unify standards, unify implementation, avoid duplication of investment and save resources, The full range of resources, including information, can be utilized so that government information systems can be streamlined and more efficient.
