据《自然》周刊报道,自从1990年日本通产省在经济合作与发展组织的一次会议上提出“技术全球主义”(technoglobalism)以来,日本已先后推出十几项国内研究开发项目让国外公司参加,到目前为止,已有美国、英国、德国、法国、瑞典和澳大利亚等国家的十几个大公司参加。日本之所以实施“技术全球主义”政策是基于两个基本考虑:一是对付美国的“技术保护主义”;二是缓和人们——特别是美国——对日本“白拿”西方科技成就的指责。
Since the publication of “technoglobalism” by Japan's MITI at a meeting of the Organization for Economic Co-operation and Development in 1990, Japan has successively launched over a dozen domestic research and development projects for foreign companies to participate in So far, more than a dozen large companies from the United States, Britain, Germany, France, Sweden and Australia have participated.
