2015年出台的《关于加强中国特色新型智库建设的意见》中明确指出:“大力加强智库建设,以科学咨询支撑科学决策,以科学决策引领科学发展。”通常说的“智库”是指高端智库,普通老百姓普遍感觉与自己的生活有一定的距离。其实,智库不仅可以有高端智库,还可以建立微智库,为地方经济社会把脉,直接为老百姓服务。本文试图对基层微智库的作用与构建做点有益的探索。一、基层经济社会发展需要微智库的参与(一)微智库是对高端智库的有益补充
