一、行政执法工作取得了突破性进展 当两年前,三千人的垂直管理的煤矿安全监察执法队伍出现在中国大地上,人们并没有引起重视,甚至不知道有煤矿安全监察局。两年来,我们这支队伍白手起家,从零做起,艰苦创业,自强不患,一手抓立法,一手抓执法,克服了重重困难,付出了极为艰苦的劳动,取得了突破性的进展。 ——法律法规体系初步健全。出台了中国历史上第一部《煤矿安全监察条例》。《条例》的出台具有里程碑意义。制定出《煤矿安全监察行政处罚办法》、《煤矿安全监察程序规定》等配套规章和规范性文件38个。制定了三批共22种煤矿安全监察执法文书,把执行多年的《煤矿安全规程》、《小煤矿安全规程》、《煤矿安全规程(露天部分)》合为一体,重新修订。近二十万字的新版

Breakthroughs in Administrative Law Enforcement Work Two years ago, when the vertical management of 3,000 coal mine safety supervision and law enforcement teams of 3,000 people appeared on the land of China, people did not pay much attention to them. They did not even know that there was a coal mine safety supervision bureau. In the past two years, our team has started from scratch, started from scratch, worked arduously and did not make itself self-reliant. We have formulated 38 supporting rules and regulatory documents such as Measures for Administrative Punishment in Coal Mine Safety Supervision and Regulations and Procedures for Coal Mine Safety Supervision Procedures. Formulated a total of 22 kinds of coal mine safety supervision and law enforcement instruments in three batches and reorganized the “Coal Mine Safety Regulations”, “Small Coal Mine Safety Regulations” and “Coal Mine Safety Regulations (Open-Air Section)” that have been implemented for many years.
